SEAFARERS DOCUMENTATION

It is mandatory for all seafarers serving onboard a St. Kitts & Nevis vessel, to hold a “Continuous Discharge Certificate and Identity Document (CDC)”, also commonly known as a Discharge Book or Seaman’s book that has been issued by St. Kitts & Nevis to record their training & sea service.

A Certificate of Endorsement (CoE) attesting to the conformity with the 1978 STCW Convention's requirements, issued by an authority or other parties to the STCW Convention, will be issued and recorded in the CDC in accordance with Regulation I/10 of the 1978 STCW Convention, as amended.

The 1978 STCW Convention mandates that Parties to the Convention should establish procedures for recognising STCW certificates issued by other Parties, ensuring that all officers and ratings serving onboard a vessel hold properly recognised and endorsed credentials. Regulation I/10 of the 1978 STCW Convention specifically requires that SKANReg should ensure that such recognition process is in place. Records of issued endorsements, completed training, qualifications and sea service will be recorded in CDC’s, and this applies to all shipboard personnel including ratings.

Those seafarers who apply for a CoE or a CDC with certificates issued by or under the authority of a non-Party to the STCW Convention will not be recognised.
